CSBL –  Points of  Emphasis           Approved 12/02/2016

The CSBL Board of Directors has approved a proposal for all league games to be played with a strong emphasis on freedom of player movement and a greatly reduced level of physical contact allowed in all situations. The referees are directed to call the games strictly and closely and to observe the following guidelines:

  • NO hand checking – one hot stove (very brief) touch allowed – NO multiple touches, sustained contact or 2 hand contact allowed. No body checking
  • arm bar (forearm contact with elbow bent to 90 degrees and arm against body) allowed only in post play – NO arm bar on the perimeter or when players are in face to face position-NO excessive force or player displacement
  • NO body checking or restricting player movement – players must be permitted to move freely without being held, bumped, pushed, rerouted or impeded
  • post play – call closely – contact by either player only to hold established position – one point of contact: legal arm bar contact only – release arm bar upon ball possession -no displacement or restricting player movement by offensive or defensive player
  • call off the ball contact and illegal screen contact very tightly
  • greatly reduce “no harm no foul” and incidental conduct –  call all illegal contact even if it doesn’t disrupt play or result in loss of possession
  • The goal is to allow freedom of player movement and to greatly reduce physical contact in all situations and to allow a balance between offensive and defensive player
  • Captains are asked to review the philosophy and the guidelines with their team and with the officials before each game
